Gas Fire Working Pressure

Without the pressure reading at the meter we dont know the full story about the pipework loss though.

Is the pressure reading at the meter done when the fire is running and other appliances off as I take it this will give me the true value of the drop from meter to fire at working pressure.

Hope that makes sense, the engineer did say he tested at the meter so will have the value somewhere but want to know the correct way for future reference.
