That looks like an indurial install to me in the days when the maintenance fitters did all the gas work with no CORGI certs.I remember watching two of em piping up a furnace on high pressure gas
then setting it going with no leak tests just to get it into production.I think that maybe OP is going
to decommission something.

OP has already had something decommissioned, by gas fitters with the appropriate Gas Safe qualification
