GLUE - Can anyone identify from picture please?

Hi guys,

is anyone able to identify this type of glue please? I know it's stupid but...

It's consistency is really hard, like plastic and it was a brush. It was very (EXTREMELY) difficult to remove the metal part from it and I had to cut it off - so strong was it. I can't even remove this from the wooden handle.

I need to find this king of adhesive please.

Any answers VERY much appreciated.
