Glued down plywood floor under vinyl

I am in the process of replacing a sheet vinyl floor in my kitchen. It has always had a creaky sticky sound and after lifting I have found that there is a plywood layer between the vinyl and chipboard floor. The ply has been glued and pinned down - the glue or adhesive gunk is what has caused the noise - its like walking on crackly sticky toffee.

I will have to replace the ply but what can I use to remove or cover the adhesive that is still there? I'm afraid that it will cause the sticky noise again once I replace the ply and vinyl.

Sand? screed? solvent? I'm at a loss.
