Given where some of them were, when boarded, I can see the argument. Only a handful of boats actually got close, the rest were hunted. One or two were turned back, because they were obviously still in or very close to other states territorial waters. its unclear if Isreal is using UNCLOS Article 111 as justification for the arrest.I don't have a copy of the form. The problem seems to be that if they sign the form agreeing to immediate deportation, it becomes an admission that they entered Israel illegally. Fighting deportation gets them more publicity and more legal eagles involved and greater opportunity to discredit Israel. The flotilla legal teams will be arguing they were illegally detained. None of this really matters, they'll all be deported before the end of the week
