Just in case you did not know, the 'prisoners' are awaiting trial.

You are not guilty if you are awaiting trial on remand; you are legally presumed innocent until proven guilty in court, even though you are held in custody (remand) until your hearing.

Why do you think s13 will result in prison ? 6 months is the maximum. A fine is more likely. Though of course she has priors.
