OK thank you for clearing that up. Is there any reason not to fit a valve BETWEEN the boiler outlet and the pump, as that's the only bit of pipework I can access (see pic). From the pump outlet the pipe runs behind the boiler and into the wall and there's no room to even get a cutter or soldering torch to the pipe, let alone fit a valve.

As a test you can shut off a pump valve - and open up the upstairs rad valves. Then if the hot water only heats up ( no pump running of course ) there is your problem . And you can move pump and isert valve.

If it’s gravity HW pumped heating and upstairs rads are heating then it’s either never had an anti gravity valve fitted or the anti gravity valve is passing.
 
If this valve was present where would it normally be situated? If it wasn't present, would fitting one be a better bet than fitting a motorised valve next to the pump?

Better yes because the motorised valve needs wiring to work if you’re going to use it simply to shut of you might as well use a gate valve. But as it’s going to need draining to fit it just stick the anti gravity valve it like it’s supposed to have. Get yourself a suitably experienced heating engineer and they’ll know where it is/ should be and how to sort it.

Especially if it doesn't exist, which maybe the case if your neighbours system is identical and has the same problem......unless they both have faulty anti gravity valves.
 
Yeah, what are the chances of that???? So where is it 'most likely' to be located?
 
Usually on pipe drops (ie verticals) but, could be now buried in a wall... Look for anywhere the pipes rise up through boxing etc. Or just put one in where you can and leave the defective/non existant for the gods to ponder over :)
