Ground level, pointing and signs of moisture

The internal floor level is roughly just above where the dashing finishes so what appears to be damp spots is below floor level. Not sure if I need to be concerned. Is it worth raking out and repointing and what about ground level? – was thinking of removing the edging blocks, lowering level a little and filling with chippings – I am DIY not trade. Any advice appreciated. Hopefully pics have loaded okay.
