Measure the value of the capacitor.
I save them from faulty pumps for repairs. With the long shaft pumps which are now obsolete it makes a very effective repair as thats usually the only fault.
If the cap is OK then I would suspect dirt is making the rotor sticky.
I remove the head and the screw and pour citric acid solution into the screw end whilst rotating the rotor to help spread the acid.
That will usually recover a pump if its been blocked with magnetite.
