Gutter Access

Hi there,

I'm having difficulties with our gutter overflowing. We've been up a ladder and cleaned our section of it, however the neighbours' is blocked and not level. The land lady who owns the property next door is stubborn and useless.

So I'm wanting to put our own down pipe in so we don't have to worry about what next door don't do. My question is how do I get safe access? In the image (Taken from google maps, there is actually a gutter where to red arrow is in real life) We have water overflow from the blue arrow, onto the window sill below causing an almighty loud noise whenever it rains. I am wanting to add a down pipe, onto the porch roof where the red arrow is, then another from the porch to ground level, then into the rain water sewer below.

Any ideas on what is needed to do the job safely?

A tower up to the bay window and a youngmans board to span between towe and ridge of porch.

Either that a small cherrypicker.
