guttering on a flat roof

my neighbour took the downpipe away from the guttering from my flat roof as rainwater ran onto his garden do you need to have guttering on a flat roof, if you do i will turn the guttering around to my garden but do not have a drain for water to run into can it just run onto garden

You don't need guttering on any roof, but you don't want lots of rain spilling off in one place unless it is carried away at ground level, nor do you want it running down the wall

If you relocate the downpipe, for a bit of a soakaway a few feet away from the building, or more if its a big roof with lots of water coming off
 
you`re better off with guttering and a downpipe letting water onto the ground in your garden - no gutter at all will make a lot of mess as the water hits the dirt and splashes up the wall :idea:
