Hairy fluffy bits on wall

The garden wall has some bits coming from it that are hairy, fluffy in appearance, they are approx 4/5 mm in diameter and stick out about 2mm, they only seem to appear whenever it has rained.
anyone know what this could be and how to treat it so it does not reappear?

looks to me like there is water coming through pimples in an impervious paint film; in which case the whiskers are probably efflorescence. Scrape some off and see if they dissolve in water.

do you think the wall is getting wet, e.g. from rain penetration or severe condensation inside?
 
I scrapped of some pimples but no water was present, this is a garden wall JohnD.
Any advise on what will stop this from reappearing?
 
JohnD has told you what's going on. It's a garden wall - you won't cure it as it has no damp-proof course.
 
you could take the paint off and leave it with a breathing brick or render surface

or possibly take the paint off and paint it with something like limewash
