Half hot and half cold radiators

We bled the radiators. The upstairs is nice and warm but the downstairs is a little chilly. The rooms are not warm at all. We have oil heat. What can I do. I tried turning the knob on the bottom of the downstairs radiators but they will not turn. My radiator in the basement is cold, no heat at all. Anyone have any suggestions, it is appreciated.
