halstead cbx32 preheating even though in economy mode?

Hi, my brother has a Halstead cbx32 and the problem is the boiler keeps acting as if in preheat mode even though it is on economy, no taps on\dripping and no central heating on any ideas?

One wonders why your brother does not make the post himself.

Isn't the DHW preheat facility completely separate from the "eco" setting which is in effect just turning the temperature control down a bit so the boiler condenses more?

The problem is the boiler keeps turning itself on for short periods even though heating and water are off, at all times of day or night as though it's preheating?
