Halstead Gold Boiler Problem

Hi.
I have a problem with a Halstead Gold Boiler. When power to the boiler is switched on, the red light illuminates and the fan is running but thia happens without any demand from the hot water or the central heating. ANY IDEAS anyone PLEASE?????
