I have found an online new PCB for £122.47. Annoyingly they dont say if thats inc or plus VAT. I expect plus which would make it about £148.
If I was doing the diagnosis and completing the repair ( with a new PCB of course ) then I would be charging a total of £232 which is surprisingly similar to the figures he was giving you!
However, I would be charging £84 to diagnose rather than £30 which does not sound economic even if your area.
I therefore come to the conclusion that he is totally reasonable with his charges and its you who want a cheap job. Its now backfired on you and you are back at the beginning!

One he was at the house an hour and on mates rates,£30 per hour thats not enough?
And you want £70 to push four plugs in and flipping a switch
