Heated Towel Rail

I want to make the bathroom heated towel rail (which is at the moment part of the central heating system) separate, so that it would heat up when the system calls for hot water and not have to turn the whole central heating system on in order to heat the bathroom towel rail? Would this be possible to put this into the loop between the boiler and the indirect copper cylinder, and if so what side of the boiler should it be placed i.e. feed into boiler or flow away from boiler? Whilst I realise that there are many other factors to take into consideration I really need to no if it is plausible or not?
