Heating tank has a thick jellylike skin on top of water. The water is reasonably clear. I cleaned the tank last year because it was smelly. not smelly now just a thick skin on top. Thanks.
Bacterial growth often encouraged by additives in the system, which is why you should add inhibitor first then fill system to reduce the concentration in the tank.
Have a little Google for Bacterial growth heating tank, lots on there, I used to get it in my system before it was changed to a sealed one with the new boiler.

thick jelly is usually inhibitor that has just been poured into the header tank and not been pulled into system and just sits there and becomes jelly like
