What are your thermostats set to?
there on full got thermostats on them all,a couple were stuck so took them off and pulled the pins up

Not the radiator valves. The thermostats. You should have a room thermostat, a tank thermostat (unless it's a combi boiler), and a boiler thermostat.

the tank is at 70, boiler at near the max no room thermostat ha silly me

There is a flow and a return pipe on the boiler. The flow pipe will be hotter than the other. When the boiler is running, how far down the flow pipe does it get hot?

2 pipes from the top warm one at the bottom cold, they go int to the roof after about 8 inches

One of the top ones may be the hot water and vent pipe, with the other being the heating (and I maybe wrong too). Is the hot water pumped? Is it gravity?

Can you post some photos of boiler, pipes, tank and anything else you like?
