What can cause the radiators to stay hot but the heating is set to off?

The boiler is connected to a control panel, during the very cold weeks in November and December the boiler and radiators would get very very hot and the only way to turn them off is to switch the power off.

What type of system do you have? combi? open vented?

System info please, incude makes and models.

Have you got a frost stat.

Its a Glowworm 30BF, 40BF, 50BF or 60BF 292.93 i think.
And a Danfoss 103ES Time switch and 102ES Mini-Programmer.
