heatline vito 24 fault

The boiler is less than 2 years old.
When the power is turned on the fan & pump start even with the boiler in off position. There is no spark even when tap opened or room stat turned up.
The boiler shows an F4 fault on the display panel.
The condensate trap is clear.

Any ideas would be appreciated.
