Help an idiot - what is this switch

I have absolutely no knowledge about anything plumbing related.

Can somebody who does tell me what this switch on my hot water tank does / is.

That is not a switch. It is a speed selector on your circulating pump, which looks in need of some attention as its held together with what looks like a cable tie.
