Help - broken tap. Can’t turn the water off

I’m having issues with my tap shutting off (think I need a new cartridge?) and also the value to the tap.

Any ideas?

is it an old TAP using a washer with multiple turns to turn off / on
is it hotwater - NOT a plumber but i have had to repair a few hot water taps which have old washers were they have worn and split and then stop the tap turning completely off

I took it all apart ordered what I hopes the right cartridge for tomorrow. Put it back together and it’s working for now
