help damp walls

can any1 help me ive got really bad damp in my bathroom and kitchen in my bathroom it is about 3ft up the wall and that is all the way around all my skirting is rotted i get black mold on my ceiling as fast as it gets cleaned away it comes back. and in my kitchen the walls are so bad that in places the wall has blown out so much that it has sunk it self in the radiator and now its starting to push the rad of the wall the rest of the wall is just really flaky and behind the units is more mold.
my kitchen is a extension built on to the house about 30 yrs old and my bathroom is built onto the kitchen that is only about go yrs old i really don't no wat to do with this is it as bad as it looks of is there a easy fix to this

Gonna take more than an extractor fan to fix this one ;)

First get a couple of quotes from damp proof specialists so you know what you're up against.

i live in a council house and basically they sre dragging there feet my partner has severe allergies and asma and i just want to no how bad it is
