help needed asap. cellar

hi looking for help as soon as.live in a two bed house, just me and my son. went down in the cellar tonight and water on the floor, found where its coming from, the last step of the cellar floor,just as it meets the floor it self. any advice on how to stop and where it could be coming from.

all the water pipes run on top of the cellar.

We have just gone through a fairly "dry" summer there have not been any major storm events, but you have not disclosed where you live?

You could ask your Insurer? claiming under the "peril" of "flood damage" a wee bit of a long shot but worth considering? ? ?

Caution! if you do make a claim your "Premium" will rise, having said that, if the insurer is any good, they can have a "specialist" company undertake tests on the water to determine if there is any "soap" or "faecal content" in the water entering your Home to determine if there is a cracked / broken drain / sewer causing the problem?
 
Could also be the water table in the area, only have to dig 6 feet down where I live to hit water table, used to leech into my garage inspection pit before I replaced.Is there a sump area? [sunken pit where water can be pumped out from]
