Help needed

We have damp on the chimney breast in one of the bedrooms. We were told to have the chimney repointed, we've have this done followed by re plastering the chimney breast. We've since decorated and the damp patches have come back.
The moisture reading before the work was 28% after 100% Why??

What can we do?

More likely to be condensation in the stack. Is the stack sealed and capped or does it have any ventilation?
