Help two wires sticking out of wall.

I have just moved to a property and to a property and there's two wires hanging out of the wall. Ones black, ones red, there is 3 spot lights that do not work. What should I do please ? I would really appreciate some guidance.

Looks like speaker wire.

Ideally you should look for the other end first.

No just that one sticking out from fireplace and housing association.
