HELP! wallpaper has been put up with neat pva glue!

please help me! i have moved into a 3 bed house and the whole house has been decorated by the previous tenants, but they have used neat pva glue. I have tried soaking the walls, a steamer, but im getting off maybe 1mm at a time, and its driving me mad!! i have spent the whole day and only removed a very small amount, and at this rate its gonna take me 6 months to do the whole room, yet alone the house!!!
i would be grateful for any help anyone can give me!

If all esle fails and its not a vinyl..give it a coat of oul based primer sealer and line it,..useing ready mix paste.
