Help wanted on a leaking draincock (?)

Thanks all for the advice. Had to drain the system down in the end to help me replace the outlet in the f&e tank, a lock shield valve and this drain cock. The replacement parts did not fit and hold a seal but it was just the washer that had basically disintegrated so swapping that out has led to a water tight valve again.
