help with biasi boiler

boiler on hot water or c heat reset lockout
pump runs ok
fan runs and modulates then lockout again
no voltage to gas valve but i dont think its getting that far any ideas

is there nominally 230v from green and yellow to brown but not from green and yellow to blue?

If other way round that is your problem.
