Help with concrete roof

I live in the Eastern Caribbean where many roofs are made of concrete. One section of my roof is flat and though there is little or no standing water the roof leaks through tiny cracks.
I have had it re-cemented and applied several coats of sealant but still it leaks. Any suggestions for a coating agent that will produce a seamless surface?

Have you considered a rubber membrane over the entire flat roof area stuck down with a cold applied adhesive ?
