Help with PVA

Hi all, Have a situation where some PVA has been spilt on the concrete steps outside the front door. When removing it some has obviously soaked into the concrete and disappeared when it's nice and dry. But when it rains and the concrete steps get wet it resurfaces and goes white.

question is. Is there away to remove the layer of PVA or cover it over with a water seal on the steps like Tomson's for example.

jet wash if your area hasnt got a hose pipe ban,

Or wire brush when wet, it becomes activated again when wet.
