Help with sealing in creosoted railway sleepers

I have bought and laid some very old railway sleepers that have been covered in tar and oil over many years. This makes clothes and anything that touches them very dirty.

Does anyone know the best sort of sealer or any other product/s to use on these so the tar does not come off?

i may be wrong, but i dont know that you can. I believe railway sleepers were origonaly left to soak in creosote for 2 weeks.
so anything you "paint on them" will not stick you would ned to get the stuff off. but some one else may have a differant idea
