High lever cistern

Hi there. I have a high level toilet cistern that will not flush. The siphon inside looks like an upside down black paint kettle and the lever moves the plunger in the middle of the bucket. It is held down by 3 screws into the body of the cistern. The screws will not budge. They are of course under water most of the time. Please does anyone have any tips? Thank you.

Show us some pics of the cistern inside ,and from outside ,of its base where flush pipe connects.

Probably be better to replace the cistern in its entirety to be honest. If its that corroded, I doubt you'll be able to repair much. Possibly even an old Burlington Bell type from the description.
