That one is suffering from an inadequate fuel supply - although I have had plug problems on these which result in the engine cutting out completely.
However, that issue seems to have been addressed!
Over filling the sump (or tilting the engine over) causes oil to run into the air filter cover through the breather pipe, and soaks the filter. Thats been seen to as well!
If it was mine, I'd have to blow out the carb main jet and emulsion tube - new or not.

I have bought a dud plug in the past, was thirty odd yrs ago though

Try running it in the dark, look for sparks/tracking.
