Are these known for sticking. Being intermittent? Have one on Radiator zone of heating, and rads not always coming on as boiler cuts out early. Tested to see 240v when thermostat calls for heat and i have that, just seems valve not always opening. If I manually open it, it shuts down when stat is not calling for heat, (no 240v)

Both are possible.
If you have 240V on blue & brown, the valve should open - if not the motor has failed or the valve jammed.
Another possible failure is the switch inside the valve, the result of which is the valve opening but the boiler not working, or the boiler remaining on even with the valve closed and controls set to off.
