Help please
Got a combi glow worm boiler.
Last night turned it on. Put target temp as 20degrees
Boiler working fine it never went passed 14 degrees. Any advice ?? Radiators working but warm not hot
Could the programmer be faulty ?

The programmer is only a simple on/off switch. If the heating is coming 'on' and going 'off' when it should, it's working.

Your house is probably not getting up to temperature as quickly as it was now that the cold weather is here. However, if the radiators are only getting warm then turning up the thermostat on the boiler should increase the temperature of the water supplying the radiators and they will get hotter. If they don't there could be a fault with the boiler, or the radiator system connected to it.

It's also possible that the property is poorly insulated and the heat is escaping faster than you can put it back in. It the heating is left on all day rather than just being put on for a short time in the evening, you may find it will reach 20C

As per @stem I highly doubt it's the programmable room stat. Likely the boiler or just low boiler temp as suggested

Quite right. OP the Honeywell CM927 is a 'Programmable Room Thermostat' and not a 'Programmer' as per your first post. I should have checked the model number out.
