Horstmann HRT4-A faulty?

Hello,
I have underfloor hot water heating with three zones each controlled by a separate
Horstmann HRT4-A thermostat. This morning one zone was very hot despite thermostat set to normal temperature and the red light was not on. Other two zones were fine. Can these stats fail always on?
Grateful if anyone knows.

Not sure about Horstmann, however I attended a faulty Honeywell which was failing leaving customers heating permanently on unless he turned timeswitch off, so I guess they can.
 
Can I ask if I remove the stat from wall would that send a signal to supply heat or not.
If it’s the synchron motor jammed I understand it would still be on.

yes remove the stat and then all terminals will be open circuit, if the UFH still heats up it is a valve fault
