Hot pipes, cold radiator - bleeding doesn't help !?!?!

This one has me flummoxed.
Valves are wide open, supply pipe is hot, but return is cold.
Panel is cold.
Bleed valve indicates panel is full of water (but comes out cold)

Water must be moving or the supply wouldn't be hot - so what is going on ?

Any clues/suggestions gratefully received....

Do you have a thermostatic radiator valve? If you do, is this on the hot end or the cold end?

Could be a blockage possibly. Go round and switch all your other radiators off, and leave the problem one fully on. Run your heating and see what happens
 
Try opening the lockshield valve fully for an hour when the ch is on, and then turn it back exactly to where it was.
