Cold Radiator

We have recently replaced our downstairs radiators for new ones.pics attached.
We have one radiator however that is not getting hot.
The pipes leading to it are also cold while the heating is on , however when I bleed the radiator , after a short while warm water starts to fill the pipes and come into the radiator , the water that I am bleeding is hot . As soon as I stop bleeding it , the radiator cold again .
Can anyone help.

Turn off all other radiators and see if this one works. If so the system needs balanced.

Thanks , for the reply . I have tried that to no effect .
Any other suggestions ?

You need to do a bucket test.

One of the pipes will be blocked and in my example it cleared it by doing this test
