Hot Rad when Hot water on

Dear all,
In my parents house, they have a vented system, when they turn the HW on the rad in the bathroom gets hot (the ch is not on at this point), I thought it might be the three port valve, but have changed that and it still happens, would this be a plumbing problem or does it sound like the electrical controls have been misconnected.

It sounds as if it may have been plumbed into the HW heating cuitcuit.

Some installers thought that was better!

It is done so that towels can get dried on a rad during periods when CH is not being used (e.g. summer).
