Hot Rads with HW only

How do I check if it is the 3way valve or the plumbing is incorrect? All three ways on valve are hot when HW on - is this a certainty that the valve is faulty? I don\\\'t want to buy a new one and replace it only to find out it is something else! Any help very much appreciated please.
