central heating not working

Hi I have a potterton netaheat 6-10 downstairs and hot water cylinder upstairs. The radiators are cold downstairs and only two of three upstairs are hot. I have been told that the pump is not working. Howeve the three way valve has been moved to the both CH and HW position and now all rads are hot. I am stumped at understanding how the pump can be faulty if all rads are hot when 3way valve is moved,can anyone explain. Also I am being advised that both the pump and 3way valve need replacing is this correct? thx if u can help, R
