hot water dznot come on

hi,,every one ,help me

my boiler is gas boiler, Valilant, i am not sure what modle it iz, looks like 3 to 4 ys old.
now , the problem is H water doznot come on , after i turn the H water tap on, just a litter bit warm water come out for half min only,then goes cold. at the same time the central heating strarting. the hot water all going to radiators.

the plumber <who installed it >he left his phone No. on the boiler, but never answer my phone . my landlord has gone to US for a long vacation , so i can not wait for him back, what i can do now ,and how much will cost if i call anther plumber coming to fix it.

Lots, who is in charge if the flat goes up in flames or you dont pay any rent and do a flit, must be somebody to contact, if not why not, get someone else in to fix it and deduct it from your rent then argue the toss in court, friggin landlords arssholes.
