HOT WATER IS NOT HOT ENOUGH

Hi Again, I have a Vaillant EcoTEC pro 24, the CH works absolutely fine but the hot water does not get hot enough, it is set on the hottest setting, the water comes on heats up and is warm enough to wash in but you can hold your hand under it permanently, its too cold for a bath, it never get really hot even if I reduce the flow on the tap - any ideas as to what is wrong???
