Hot water only comes when tap is fully opened.

I have an Ace High combi boiler. Just recently the hot water has stopped coming on unless the the hot water tap is completely opened (to such an extent that water splashes back out of the sink!).
Once the Hot water light comes on the boiler, hot water does run and it behaves fairly normally. you can even close of the tap back to a normal flow. Its just getting it to start that requires a really high water flow.
Any ideas? Is it likely to be something I can fix myself?

Replace the diaphragm. It will be holed or perished. It is in the housing on the front (right ) of the diverter valve.
