Hot Water Problem

I have a problem with the hot water being only tepid.

This is not a combi boiler.

I mistakenly changed the thermostat in the boiler, but the central heating system is fine anyway, so I suppose it couldn't have been this.

I consulted the Wiki before posting and it says turn up the Tank stat and if that doesn't work replace it.

However, the pipes on both sides of the tank stat are cold is this correct or is there more likely a blockage?

I'm not at home at the moment, but I think it's the 2 port.

The water to the tank is them T'd off from what I assume is the heating supply pipe, and is then in a side on H arrangement, with a gate valve on the cross bar of the T and the tank stat ( Honeywell) on the bottom leg of the side on H.

I've tried operating the valve manually though and it doesn't seem to make any difference.
