hot water runnig cold

Sorry to repeat, have searched, cannot find, even thought iv'e seen it somewhere on this forum.

Have an ideal isa, (i believe they are ****) when called for HW, it's warm, i know the cold weather isn't even here yet, but she says she has to turn the heating up to get hot water.

run the tap slower, it's hot, (i do understand why) is this the norm ? or is a valve playing up? 18 mnths old.

Turn the heating off, when the pipes are cold open a hot tap, feel the left hand 22mm pipe (the one with the pressure guage on it ) if this warms up diverter needs attention. You will need to run the tap slower in the winter. By the way i think the're s**t as well.
