Hot water system Aquastat

Hello

I have a hot water tank, that is actually up to temperature but the aquastat is still not satisfied thus keeping the burner on. I have testing the aquastat out of the hot water tank and it's fine. My only concern is the thermowell/port it sits in isn't very warm even though water in tank is. This is a 2 year old system in a new home. No modifications or tinkering has happened since it's been installed.

Any help will be appreciated.
