Hot water temp fluctuating

Hi guys. Looking for some advice regarding the operation of my boiler (worcester bosch 32cdi compact combi).

I have a problem with the hot water temperature. When first turning the tap on hot water comes out hot, then goes cold, then hot again, then cold, then hot, then cold, then slowly climbs to temperature (this is a video i took of it:
) It takes about 2 minutes before the water is coming out at the right temperature.

Worcester Bosch have come out 6 times, replaced the control panel twice, the pump twice, the temp sensor and the diverter valve. The last time they came out the engineer rang their "top technical guy" who agreed it was because i had thermostatic valves on all radiators. They went away and told me to fit a normal valve to one radiator.
I did this and the problem still persists. The same engineer has come out, spoke to the same technical guy and now they recon it is normal, that because the central heating temp was set to 73 degrees its an anti scoulding feature if the central heating is set to 70 degrees or more.
I explained i only turned it up last month or so when it snowed and it was set to 60 before. They want me to try it again with the central heating temp lower.

If it was normal operation of the boiler why have they replaced so many components chasing the fault? Why have they been out 6 times? Why has the engineer said hes never seen this on another boiler? I feel like its a case of they dont know what to do so they have given up. The first engineer that came out said it should go hot cold then hot again within seconds, not do what its doing.

Ive shown this to the gas engineer that fitted it, he said its not normal. My brother does maintenance on boilers for royal mail, he agrees its not normal. Does anybody have any experience with this or something similar?
